Scaling Value from Data Sharing through Interoperability, Harmonization, Reuse and Trust

Data sharing creates value when data can be used effectively across organizations, use cases and data sharing initiatives. As the number of initiatives, standards and service providers grows, realizing this value increasingly depends on the ability to connect across boundaries, build on what already exists and establish sufficient trust between participants.

Four aspects are particularly important for enabling and scaling value from data sharing:

• Harmonization – align approaches, agreements and capabilities where convergence reduces fragmentation and enables scale.
• Interoperability – enable participants, initiatives and services to work together across organizational, sectoral and ecosystem boundaries.
• Reuse – build on existing standards, services, infrastructure and generic facilities where this reduces duplication, effort and cost.
• Trust – create confidence between participants through transparency, reciprocity, clear expectations and shared experience. Reduce uncertainty and reluctance to participate by starting pragmatically, learning together and building trust over time.

These conditions are not objectives in themselves. Nor do they require a single architecture, governance model or technology stack. The relevant question is where harmonization, interoperability, reuse and trust contribute to creating more value or minimizing costs, and where differentiation remains necessary or desirable.

The CoE-DSC develops practical methods, frameworks and guidance to help policymakers, data sharing initiatives, service providers and participants make these choices. Together, these instruments support decisions about what can be reused, what should be harmonized, where interoperability is required and how trust can be built and sustained across organizational and community boundaries.
