Interoperability Tools

CoE-DSC aims to contribute to interoperability, defragmentation and acceleration for sovereign data exchanges. We see that the Dutch data sharing landscape is maturing, but individual data spaces and initiatives are often facing adoption and interoperability challenges. CoE-DSC puts efforts to support data spaces, data sharing initiatives, service providers and policymakers to create a interoperable no-regret path forward.

As part of the efforts, CoE-DSC team has created resources for various stakeholders on the topic of interoperability. You can find & download them on this page below.

MAMI Framework – Minimal Agreements for Maximum Interoperability

Welcome to the MAMI framework, which stands for Minimal Agreements for Maximum Interoperability. It is a concise list of co-created and broadly agreed-upon recommendations for data sharing that foster cross-sectoral and cross-border interoperability.

The document provides an overview of major trends and developments on the European level (North Star), followed by recommendations for data sharing initiatives (DSIs) and data spaces in the Netherlands to become more interoperable with one another and over time better aligned with the EU direction. The recommendations are split between (1) high level recommendations for making design choices explicitly human and (to an extent) machine readable, and (2) more specific recommendations across interoperability topics (i.e., Trust & Data Sovereignty, Semantics, Discoverability, Connectivity).

Next steps: as part of ongoing MAMI research, the next aim is to plot standards and protocols introduced in recommendations to show which are (a) currently adopted by major Dutch DSIs, (b) will be adopted within the next 1-2 years, and (c) foreseen to become obsolete due to e.g., sector specific dynamics. By doing so, MAMI sets the direction for other data sharing initiatives and service providers to follow and converge into a more interoperable future of data sharing.

Other Resources

Other relevant resources on interoperability created by CoE-DSC team can be explored below.

Data Sharing Coalition

The Data Sharing Canvas is a document that provides a foundation for agreements and serves as a stepping-stone to facilitate trust and technical interoperability for cross-domain data sharing at scale. These generic agreements concern the business, legal, operational, functional, and technical conditions under which data can and is allowed to be shared. Examples of topics include roles & responsibilities, governance, security standards, incident management, and functional scope.

CoE-DSC

The Data Spaces Interoperability Compass (DSIC) is a living document and a set of tools to aid data spaces & data sharing initiatives get closer to interoperability, navigate current data sharing landscape, discover solutions for building blocks, and explore a roadmap of data space developments.
