In 2024, the CoE-DSC started a co-creation of Data Spaces Interoperability Compass (DSIC), that is a living document and a set of tools to aid data spaces & data sharing initiatives get closer to interoperability, navigate current data sharing landscape, discover solutions for building blocks, and explore a roadmap of data space developments.​

​The initial DSIC report and a set of tools based on the work completed in 2024 can be found below in the Results section. 

Going forward, we continue our co-creation process with our community via two main workstreams and other related activities throughout the year. To read more details on the process, please see the information package below. Please note, this package reflects a plan rolling from 2024, and it will be further updated throughout 2025 accordingly.

The CoE-DSC has been documenting existing Dutch data sharing initiatives as well as service providers in the field of data sharing. As the result, we created a Data Sharing Landscape Scan plotting together existing activities in the Netherlands. Note that the scan made by the CoE-DSC is a ‘living’ document that depicts existing Dutch data sharing initiatives (DSIs) and service providers (SPs) in various sectors that self-reported via a survey, or were found through desk research.

The Self-assessment Survey as a tool provides general questions on the data sharing initiative/data space, in order to help document your initiative’s design choices in a structured way. This includes both a general descriptive overview of your initiative, and choices related to specific building blocks adhering to the structure of the DSSC Blueprint  and European Interoperability Framework (EIF) for interconnecting / federating data sharing initiatives.

Here you can find the Confrontation Matrix to assess compatibilities between initiatives/data spaces for cross-domain interactions (i.e., a tool to chart and explore compatibility for data sharing across different sectors and/or countries). For now, the matrix tool supports comparisons only on a business level – helping parties explore their data needs & align business goals for cross-domain collaborations. Next step is to enlarge matrices to other areas, ideally covering the full stack of DSSC building blocks in the future.

Here you can explore a Regulatory Landscape tool (at the moment available as a PDF file) that helps with finding relevant regulations based on the context in which you operate. Please note that CoE-DSC decision tree on regulations does not provide a legal advice, it only serves as an overview of what might be applicable/interesting to look into given certain context. With this tool you can explore EU laws, regulations, and directives that may impact your organization or your initiative. As DSIC research develops in 2025, we will continuously update the contents of this tool.

Here you can find a tool to conduct a SWOT analysis for a data sharing initiative / data space (which is an assessment of Strengths, Weaknesses, Opportunities, and Threats based on the perspectives of involved stakeholders). Such an analysis can help in (1) gathering diverse perspectives in a structured report and (2) facilitate informed decision-making on the design choices & interoperability developments for your initiative/ data space. Current SWOT tool features a structured interview format that can help you guide through this research process.

As a practical example of the tool usage, you can refer to the SWOT analysis for the DITM ecosystem done by CoE-DSC in 2024, which was part of the CCAM use case (Cooperative, Connected and Automated Mobility). Additionally, a more comprehensive SWOT analysis focused on the logistics sector by DASLOGIS project is available here for those interested in exploring further applications.
