On Monday, September 30, 2024, the Dutch Parliament debated the implementation of the Uitvoeringswet Data Governance Verordening (Data Governance Regulation). This is necessary to implement the European Data Governance Act (DGA) in the Netherlands. The Minister of Economic Affairs and Climate, Dirk Beljaarts, answered questions from the members of the Parliament. He emphasized the important role he sees for the Centre of Excellence for Data Sharing & Cloud (CoE-DSC) in supporting the development of data sharing in the Netherlands.
What is the Data Governance Regulation?
The European Commission (EC) has established rules for data management With this, the Commission aims to ensure that data can be used in an optimal and reliable way within the EU. The goal of the DGA is to enable the sharing of data between parties in a simple and secure manner. To achieve this, the DGA focuses on data mediation services, which are organizations that facilitate data sharing between parties. The DGA also includes guidelines related to data altruism, which involves the voluntary sharing of data for the common good, without commercial intent. The DGA is part of a larger strategic policy plan to create a unified data market within the EU in an increasingly data-driven society. Additionally, the EU aims to enhance prosperity and well-being in Europe through this initiative.
Encouraging Data Mediation
Member of the Dutch Parliament Six Dijkstra (NSC) asked the Minister of Economic Affairs and Climate to what extent it is a priority for the Cabinet to actively encourage the development of data-altruistic services.
In response, the Minister said:
“The Administration supports the encouragement of data mediation services because they can contribute to a trusted way of data sharing. The Administratiom is supporting, among other things through TNO, the Centre of Excellence for Data Sharing & Cloud, a knowledge network for data initiatives in the Netherlands, where future data mediation services can participate. We are still investigating what we, as the Administartion, can and want to do to promote data altruism.”
CoE-DSC – A Central Hub for Data Sharing and Cloud
Peter Verkoulen (Program Director CoE-DSC): “Of course, we are pleased that the Minister has highlighted the role of the CoE-DSC in data sharing (and the underlying necessary federated cloud infrastructures). Together with other companies and organizations, we continue to work towards strengthening trust in data sharing and international collaboration in this field.”
On Tuesday, October 1, 2024, the DGA was adopted by the Dutch Parliament.

Minister van EZ bevestigt rol TNO en CoE-DSC op het gebied van data delen
In de Tweede Kamer werd op maandag 30 september 2024 gedebatteerd over de Uitvoeringswet Data Governance Verordening. Deze is noodzakelijk om de Europese Data Governance Act (DGA) ook in Nederland te implementeren. De minister van Economische Zaken Dirk Beljaarts beantwoordde vragen vanuit de Kamer. Hij gaf daarbij aan dat hij een belangrijke rol ziet voor het CoE-DSC bij het ondersteunen van de ontwikkeling van data delen in Nederland.
Wat is de Data Governance Verordening
Met de Data Governance Verordening heeft de Europese Commissie regels opgesteld voor gegevensbeheer. Daarmee hoopt de Commissie dat data op een optimale en betrouwbare manier in de EU benut kan worden. Het doel van de DGA is op een eenvoudige én veilige manier gegevens te laten delen tussen partijen. Daarvoor richt de DGA zich onder ander op databemiddelingsdiensten. Dit zijn organisaties die ervoor zorgen dat data tussen partijen kan worden gedeeld. Daarnaast bevat de DGA richtlijnen m.b.t. data-altruïsme. Dit is het vrijwillig delen van data in het algemeen belang, zonder commercieel oogmerk. De DGA is onderdeel van een groter strategisch beleidsplan om binnen de EU tot één integrale datamarkt te komen in een steeds verdergaande data gedreven samenleving. Ook wil de EU daarmee de welvaart en het welzijn in Europa vergroten.
Stimuleren van databemiddeling
Kamerlid Six Dijkstra (NSC) stelde een vraag aan de minister van Economische Zaken in welke mate het een beleidsprioriteit van het kabinet is om actief te stimuleren dat er data-altruïstische diensten ontstaan.
Daarop antwoordde de minister:
‘Het kabinet is voorstander van het stimuleren van de databemiddelingsdiensten, omdat die kunnen bijdragen aan vertrouwde datadeling. Het kabinet ondersteunt, onder andere via TNO, het Centre of Excellence for Data Sharing & Cloud, een kennisnetwerk voor data-initiatieven in Nederland, waar toekomstige databemiddelingsdiensten aan kunnen deelnemen. We zijn nog aan het onderzoeken wat we als kabinet kunnen en willen doen om data-altruïsme te stimuleren.’
CoE-DSC – één centrale plek voor data sharing en cloud
Peter Verkoulen (programma directeur CoE-DSC): ‘Uiteraard zijn wij blij dat de minister de rol van het CoE-DSC op het gebied van data delen (en de onderliggende benodigde federatieve cloud infrastructuren) benadrukt. Samen met andere bedrijven en organisaties blijven wij ons inzetten voor het verder versterken van het vertrouwen in het delen van data en de (internationale) samenwerking op dit gebied.’
Op dinsdag 1 oktober 2024 werd de DGA door de Tweede Kamer aangenomen.
